With the right rod, you can. Arc welders have alot of power and will burn through the material easily if it is thin. I am not familiar on how to actually weld them together (settings, etc.) but it is possible. Are the tubes structural? If not, there is a product called "alum-alloy" that allows the fusing of aluminum with a propane torch.
As for the galvanized tubes, you should have no problem welding them together. Again, burn through might be an issue. Make sure you are in a well ventilated area with the galvanized tube, as when the zinc burns off from welding, it is toxic. Not something you want to breathe, believe me!!;)
