A welding procedure specification is the receipt that tells the welder how to make the weld. It is the written description of the design of the weld. It sets out things, like the base material to be welded, preheat, the material for each welding pass, shielding method, the electrical set up for the weld, welding position, any post weld heat treatment.
The welding performance quality record is the record kept for each welder or operator who wants to be qualified to make welds using the procedure specification. It covers when the test was made, the details of the procedure used and the results of the weld samples tested.
