Tig would be the best. But you can weld it with just about any welder just depends on if you want it to last. In ww2 they welded chromoly (4130) with oxy/acetylene. You can weld it with mig with precautions. I would think it could be stick welded with the same precautions, it's just not as easy as tig. If you are making a roll bar or roll cage I would not risk my life on welding 4130 with anything other than tig. I bought a Thermal Arc - Arcmaster 160ts on eBay for $800 used, a very good buy! You better know what your buying if you do that. Go with a Miller it is about the cheapest and stay away from the cheapo welders from the discount stores. Stay with a popular name brand welder that will last. Check out some local welding supply houses to get an idea what they cost and what is best. Check out the local lumber yard (Home Depot, Lowe's, Tractor supply)
