Both of the previous answerers are essentially correct. Internal purging with argon prevents the formation of high-temperature oxides on the root surface of the weld during welding, which could later flake off and contaminate whatever fluid is flowing through the pipe. Since stainless steel piping is often involved in transporting high-purity gases and liquids, this would obviously be undesirable.
