These steels have very large amounts of chromium,tungsten. molybdenum and vanadium all of which form very hard and heat resistant carbides and more than 1% of carbon.I don't know for sure about the most common method of manufacture but I expect the best grades are made by powder metallurgy.
This would mean the carbides and other components in powder form would be thoroughly mixed when cold and then induction heated while under very high pressure so that the components set together and densify through diffusion .Actually melting the components would be difficult but it would also mean that the metallurgical structure would be chaotic.
