Elementally speaking in terms of statistics tungsten is the hardest and strongest metal because the most amount of energy / pressure is required to scratch and break it. However, it is very brittle, so when this point is reached the metal will fracture and shatter rather than bend. Titanium is close behind and is much more applicable in Engineering because it will bend rather than shatter.
On the Hardness Scale, Tungsten carbide and titanium carbide are both listed as a 9, with the hardest being Diamond at 10.
