What are the metalurgical effects of repeatedly welding 1018 steel.?

On a certain type of hydraulic cylinder there are trunnions on the sides, these trunnions have a bearing that is placed on them . they protrude from the sides of the cylinder 1.812 " and are 2" in diameter. when rebuilding these cylinders it is often nessesary to repair the trunnions , they are cut down usually 0.070 under then welded with a mig using a mild steel wire, then turned down to match the bearings. Recently there have been concerns about the weld causing fatigue within the trunnion if it is welded up more then one time. My observations are its the lack of a radius at the base of the trunnion and severe use that leads to them being broken off. and not the welding. Also would like to know how much force it takes to snap one off at the base , 1.with a sharp corner , 2. a 0.015 radius and 3 . a 0.062 radius .
